Can $cbs be addressed via the anonymous terminus

      Can messages sent to $cbs be sent via the anonymous terminus? If so I think Section 3.2 Establishing a Link will need tweaking as there the link will be to the anonymous terminus and the MUST rule regarding the rcv-settle-mode is no longer appropriate.
