Fix capitalization of headings on front page material

      The latest WD05 version of the specification (PDF and HTML versions) does not use capitalizations in the front page are suggested by Chet above (in the original issue description). Please use the capitalizations as follows: "This version", "Previous version", "Latest version", "Additional artifacts", "Related work", "Citation format".
