Links for Appendix C.1 and C.2

As useful as the collection of mandatory and non-mandatory statements may be, they are even more useful in their original context.

However, the [PDF-02] "tag" is not a hyperlink back to that statement in the specification. As far as I can tell, none of the tags are links back to the original text.

Consider creating hyperlinks that link the "tags" back to their original appearances in the text. I suspect many readers will find that useful.
