Resolution fo issue 39 results in resources that do not have common attributes

      1) Change the Formats and Extensions resources to contain all the common attributes defined in section 5.3. This would require that the array in Formats and Extensions resources be modified to a name: value pair. Suggest using 'formatsLinks' and 'extensionsLinks' as the names.

      We resolved https://tools.oasis-open.org/issues/browse/CAMP-39 with a direction that requires creation of resources that contain an array of Links and nothing else.
      These resources do not contain common attributes defined in section 5.3. Having common resource attributes across all CAMP resources is useful (especially the attributes name and type).
