Description

This section has the following sentence:

"Failure - This status specifies that the request encountered a failure. This value MUST never
be returned since a server MUST indicate failure conditions by returning an appropriate fault
message"

This constraint is specific to SOAP/WSDL. For other protocols (e.g. ebMS3/AS4), the QueryResponse would also be used to return asynchronous exceptions.
