ebRS 9.4.3 Add a comment about basic collaboration

Add the comment that in case when no RegistryPackage-specific governance collaboration is found that: "In this case basic collaborations such as leveraging the SubmitObjects, UpdateObjects or RemoveObjects protocols with corresponding statuses may be followed."
