      Use case is for legally required text and perscribed formatting with punctuation, highlighting, etc.

      This could be available in HTML or other mimetype - so idea is to label accordingly.

      The text may occur in a variety of areas - such as resolution, ballot measure, referendum, or operational messages or legal notices regarding running of election.
