Discrepancy between constraints listed for EmergencyResponseIssues element (Line number 844, pg 84 of 113) and the functions (ESFs) in the National Response Framework

      The constraints listed for EmergencyResponseIssues element (Line number 844, pg 84 of 113) differ from the functions in the National Response Framework: http://www.fema.gov/pdf/emergency/nrf/nrf-esf-intro.pdf

      Titles for ESF #6, 7, 9, and 14 are slightly different and #5 is missing. If these are intentional it may be worth a note to avoid confusion.

      There is also a typo in this lead-in statement for the same section:
      "Enumerated default values include The following is a proposed list of ESF's"
