      "The conformance clause (Section 5) references Section 4, which itself references a computer generated PDF file that does not follow RFC2119.

      Under a) - it isn't possible to determine what ""general requirements"" were intended by the TC.

      Under c) ""...meets all the mandatory provisions..."" the failure to follow RFC2119 prevents discovery of the mandatory provisions.
