      Add both versions of EDXL-DE to references: 1.0 is normative; 2.0 is non-normative & add discussoin about any version of a DE specification being acceptable where mentioned.

      Section 4.1 "Routing Header" refers to OASIS EDXL-Distribution Element (DE) routing header, but OASIS EDXL-Distribution Element (DE) does not appear in the normative references.

      Moreover, 3.4.1 EDXL Distribution Element (EDXL-DE)

      refers to:

      "EDXL Distribution Element (EDXL-DE) V 2.0 was approved as an OASIS standard in … 2012."

      Is the only version of EDXL that is an OASIS standard.

      Please check and confirm as I may be missing something. If correct, you need to revise the date reference from 2012 to 2006.
