We need to review usage of the 2119 terms in the spec (e.g. SHOULD, MUST, etc.). A cursory scan shows that we need to at least capitalize terms. A detailed scan may reveal unintentional usages or inconsistencies. We need to make sure this is clean before we proceed to CS.
