Acknowledgements are required by the TC Process but locating them under 1.3 Non-normative references seems a bit odd.

Suggest making an Appendix, label it as non-normative and list all contributors there.

I marked this as "major" because references determine how users understand a specification. Errors that may be minor elsewhere are major when they occur in references.
