      A "hanging paragraph" is best illustrated by your 1 Introduction and 1.1 Terminology.

      If I say, see Section 1, do I mean the paragraph that starts: "This specification is split into seven chapters:", or do I mean all of Section 1, that is that paragraph plus 1.1, 1.2, 1.3, and 1.4?

      The same problem happens at 2, 2.1, 2.1.2, 2.3, 3.1, 3.1.2, 3.1.3, 3.2, 3.3, 3.3.2, 3.4, 3.5, 3.6, 3.7, 3.8, 3.8.2, 3.8.3, 3.9, 3.9.3, 3.10, 3.10.2, 3.11, 3.12, 3.13, 3.14, 4.3, 4.7.2, 5, 5.3, and 5.3.11.
