Conf clause seems to repeat bits of conformance target definitions:
"An MQTT Server accepts Network Connections from MQTT Clients."
"An MQTT Client creates a Network Connection to an MQTT Server."
Either the conformance clause fully defines the implementation (instad of Terminology section) or else it fully relies on an previous definition (here in the terminology section). No need to repeat.
