Sections 4.5.5, 7.3, and 7.4: is odata.nextLink allowed for all collections?

Section 4.5.5 restricts the odata.nextLink to collections of entities and entity references.
Sections 7.3 and 7.4 show examples of collections of primitive and complex values together with a nextLink.
Part 1: Protocol, section 11.2.5.7 Server-Driven Paging does not state any restrictions and allows the next link for all partial sets of items.
