In 5.13.21 ISNONTEXT change the Semantics to read:
      -------------------------------------------------------------------------
Semantics: If X is of type Text, ISNONTEXT returns FALSE, else TRUE. If X is a reference, it examines what X
references. References to empty cells are not considered text, so for reference to an empty cell ISNONTEXT will
return TRUE. For a definition of an empty cell see 3.1.
ISNONTEXT(X) is the same as NOT(ISTEXT(X)).
      -------------------------------------------------------------------------

In 5.13.25 ISTEXT change the semantics to read:
      -------------------------------------------------------------------------
Semantics: If X is of type Text, ISTEXT returns TRUE, else FALSE. If X is a reference, it examines what X
references. References to empty cells are not considered text, so for reference to an empty cell ISTEXT will
return FALSE. For a definition of an empty cell see 3.1.
ISTEXT(X) is the same as NOT(ISNONTEXT(X)).
      -------------------------------------------------------------------------

      For >draft24:

      In ISTEXT, move

If X is a reference, examines what X references. References to empty cells are NOT considered text, so a reference to a empty cell will return FALSE. Empty Cell 3.7

      from Summary to Semantics.

In Semantics replace "blank cells" with "empty cells".

The semantics description of ISNONTEXT reads:

"f X is of type Text, returns TRUE, else FALSE. If X is a reference, examines what X references. References to blank cells are NOT considered text, so a reference to a blank cell will return TRUE."

Shouldn't a reference to a blank cell return FALSE? Since it is not text?

Or is the first part incorrect?

I don't know if this is describing actual application behavior so hesitate to simply change it.
