Last editor’s draft should only be generated for WD

      The editor can control whether the last editors draft is shown or not by commenting out the edDraftURI respecConfig property. So there's no need to do anything in ReSpec for this.

      OASIS doesn't want to see Last Editor's Draft links in the document at the same level as the This, previous and latest version links. There was some discussion about perhaps including the last editor's draft link in the Related work section, but its probably better to just remove it from published committee specification documents.
