      Proposal 12009-07-06

      Define, plan, and complete interoperability testing. The definition and
      plan is to be completed before CD03 and before any public review; the
      implementation should be in parallel with specification development, and
      must be started before any public review.

      Proposal 2 2009-07-22

      Discussed on 07/22/2009 TC meeting and it is concluded with this following:

      Szu disagrees with the proposal 1, as Interop test is not a prerequisite of public review of three specs.

      William Cox: Ation is not as Szu said – it's not COMPLETE testing, it's complete a PLAN AND DEFINITION.

      Andy suggested to change the title of the issue to the plan of interop testing and Bill suggested to chnage the title to "Interop testing plan". Then Andy: Retitle "Interoperability Test Plan"

      No objection.The title of the issue is changed, and keep it open.

      Per TC meeting on 09/02/2009, mark it as "defferred" and defer to post CD02. This issue will be addressed after CD02.

      Description

      This issue separates the interoperability testing from the Related
      issues listed below. This completes an action assigned to William Cox at
      the 24 June TC meeting with respect to the related issues listed below.

      Interoperability testing is required by OASIS for any OASIS standard
      that is to be forwarded to any de jure international standards body.
      This issue is to remind the TC to define, plan, and complete
      interoperability testing during the creation of the specifications, not
      as an afterthought when the specifications are nearly completed.

      This applies after CD02 and prior to CD03.
