XLink needs to be looked in to for use as an Attribute in <s-ramp:target> element

Based on discussion in the March 16, 2011 meeting it was decided that the import of XLink in the core model schema was not needed as there was no reference to XLink in the schema itself. This led to more discussion around the examples in the Atom Binding document. In particular Example 2 in the atom binding document has an element <sramp:Target> with an attribute of XLink where the target URL is fully qualified but the content of the element is just the UUID of the target.

We agreed to raise an issue to have further discussion on this topic and determine if we need to have the XLink attribute or if we should include in the content of the target element the fully qualified URL.
