We need to customize the JIRA to identify components (probably TAML, TAML Schema, Model, and Guidelines for starters) and Also identify versions (at the CD, CS, and OS level) that an issue is against. We also need to identify the next versions so that we can also specify targets.

We probably need more people who can edit issues, but there some actions only the JIRA-identfied project leader can perform.
