Close the OIC TC

Per this email from the chair, 10/3/13:

Hello Chet,

As expected, the three (including me) remaining voting Members opted for closing the OIC TC.
I have yet to send the meeting minutes, but the e-ballot was closed a few days ago.

So my suggestion would be that I send the meeting minutes to the list, perhaps write a short
(non-normative) mail or report to summarize what the results are compared to the Charter,
and a thank-you-goodbye note for the participants.

Anything else I should do ? The TC has a wiki and svn, not sure what happens with that work.
The most interesting parts (advisories) actually have the OASIS copyright notice.
