Certification by the TC that all schema and XML instances are well-formed and
that expressions are valid: We so certify
Clear English-language summary of the specification:
This document defines version 2.1 of the XML Localization Interchange File
Format (XLIFF). The purpose of this vocabulary is to store localizable data
and
carry it from one step of the localization process to the other, while
allowing
interoperability between and among tools.
XLIFF is the XML Localization Interchange File Format designed by a group of
multilingual content publishers, software providers, localization service
providers, localization tools providers and researchers. It is intended to
give
any multilingual content owner a single interchange file format that can be
understood by any localization provider, using any conformant localization
tool.
While the primary focus is on being a lossless interchange format, usage of
XLIFF as a processing format is neither encouraged nor discouraged or
prohibited.
Relationship of this specification to similar work:
This specification replaces or supersedes:
XLIFF Version 2.0. Edited by Tom Comerford, David Filip, Rodolfo M. Raya, and
Yves Savourel. 05 August 2014. OASIS Standard.

XLIFF Version 2.0 had been submitted to ISO TC 37/SC 5, went through a
unanimous
DIS ballot and is currently under publication (60.00) as ISO 21720.
OASIS XLIFF OMOS TC https://www.oasis-open.org/committees/xliff-omos works on
an
XML independent abstract data model, other than XML serializations and
mappings
to and from related localization interoperability standards including TBX,
ISO
30042:2008 that is under review (90.92) at ISO TC 37/SC 3 and will be
superseded
by ISO/CD 30042.
Usage and profiling of XLIFF and other localization interoperability
standards
is in scope of ULI TC at the Unicode Consortium.
W3C ITS 2.0 defines internationalization data categories that are useful for
extraction of localizable data and XLIFF based roundtrip of translation and
localization projects. In fact XLIFF 2.1 provides a detailed specification
how
to make all of the ITS 2.0 metadata categories available throughout the XLIFF
roundtrip reusing the W3C namespace where possible.
TAPICC is a pre-standardization project at GALA - the global trade
association
of the localization services industry. TAPICC deals with best practices for
XLIFF extraction, usage of XLIFF as Localization payload etc. TAPICC Track 1
WGs
3 & 2 are of the highest relevance.
