Publish CIQ V3.0 CS02

2)  for the others,  under http://docs.oasis-open.org/ciq/v3.0/, add a 
"cs02" package,  add the "xsd", "supp" and "spec" subdirectories from 
the package,
 
This one has a wrinkle to consider. 
 
In ballot https://www.oasis-open.org/apps/org/workgroup/ciq/ballot.php?id=1545 that closed 10/02/2008, the TC approved publishing

as a Committee Specification. This clearly was never published. 
 
Although there is no evidence of a CS01 published, there is an earlier ballot https://www.oasis-open.org/apps/org/workgroup/ciq/ballot.php?id=1386 approving an earlier csprd as a CS that was never published. 
 
The wrinkle here is that the current package in Kavi linked from the TC home page and the standards page is a zip file that has other contents as well. So it actually shows a publication date that precedes the formal approval. It also contains an extensive supplement in /supp with a faq, an introduction, an overview of the package, etc. etc. 
 
So there is a possibility, maybe low but not zero, that publishing what the TC approved might change some material content from what we've been presenting as the specification for so long. 
 
However, since the TC passed a proper ballot approving the prd03 content as CS02, and since the follow up never happened, I can go ahead and publish those works (not the content of the zip package). As with xPRL, I will add a note to standards page and to the TC home page explaining what has been and when and why and on those I will include the link to the zip file so that if anyone wants the prior content, they can get to it.
