Need to specify the procurement procedure type in the QualificationApplication* documents

There is the need to specify the type of procurement procedure (e.g. Open, restricted, negotiated, etc.) in the QualificationApplicationResponse.

Rationale:

1. The specification of the reduction of number of candidates makes only sense for certain types of procedure (e.g. it doesn't make sense for open procedures).
2. The specification of certain selection criteria (e.g. weighting) does only makes sense for certain types of procedures (in the case of the weighting only for those types that can be divided in two stages).
