Does the BDXR TC approve the Chair requesting that TC Administration hold a Special Majority Ballot to approve Exchange Header Envelope (XHE) Version 1.0 contained in https://www.oasis-open.org/committees/document.php?document_id=65584&wg_abbrev=bdxr as a Committee Specification, subject to any modification necessary for its publication?
