Allow AMQP peers to exchange information about supported delivery states

      It is possible that an AMQP implementation may decide not to support certain delivery states from the predefined list [1] or an AMQP implementation may chose to implement custom delivery-states. At the moment, with AMQP 1.0, the peers have no means to exchange information about what delivery-states they offer or required.
