Clarify the use of null termini on the attach performative

      The discussion on https://issues.apache.org/jira/browse/QPID-7981 indicates the current wording of the specification is open to incorrect interpretation regarding when it is valid to use a null terminus in attach. The transport section of the specification should be updated to make this clearer.
