      From Steve Huston's comments:

      Part 2, Section 4.1, 6th (last) sentence: "After sending the open frame
      each peer must..." yet section 4.2 gives a scenario where the "must" can
      be violated. Change "must" to "SHOULD"? Also, same sentence, "... read its
      partner's open frame and must..." - capitalize MUST.
