XHE 1.0 uses only relative namespace URIs

      A simple solution would be to prefix all namespace URIs with "urn".

      The namespace URI of the XHE 1.0 scheme is currently

      oasis-cefact-xhe-1.0-ExchangeHeaderEnvelope

      Also aggregate components (oasis-cefact-xhe-1.0-AggregateComponents), basic components (oasis-cefact-xhe-1.0-BasicComponents) etc. use relative XML schemas.

      Unfortunately relative namespace can cause problems when using XMLDsig with the http://www.w3.org/2001/10/xml-exc-c14n# algorithm.
