The paragraph immediately following 4 Platform Deployment Package
appears to be non-normative text.

As presented, it's not possible to mark that text as non-normative
while keeping the bulk of Section 4 as normative.

Suggestion: Create an "Introduction" section for each primary section
and declare "introductions" as non-normative for the entire
specification.

Creates the needed placeholder for non-normative introductions and is
better for making references that distinguish the text following a
section header from the rest of the section. (called a hanging paragraph)
