      I was puzzled by the following sentence in 7.1:

      Using Requirements and Capabilities is RECOMMENDED instead of Extensions, if possible.
      *****

      If extensions have been recommended in normative text, why restate that here?

      BTW, I would introduce a paragraph starting at: "The following extensions are allowed:"

      I don't think there are other issues in 7 that I haven't covered under other sections.
