Section 2.1.6 is a mess. It repeats concepts that have been expressed earlier in Section 2 but it does so in a way that intermingles concepts (e.g. a service or artifact) with resources used to represent those concepts (e.g. a Platform Component or Application Component Template) while simultaneously confusing the distinction between configuration-time concepts and resources and runtime concepts and resources. Unfortunately, Section 2.1.6 also discusses some unique concepts (e.g. Capabilities) so we can't just delete the whole section.
