      Multiple existing standards have taken an approach that is consistent with the CAMP model. As one example, the Simple Knowledge Organization System (http://www.w3.org/2004/02/skos/) defines Concepts in a way that is roughly analogous to CAMP Resources. Each Concept is uniquely identified by a URI, and described with multiple "label" attributes. Values for "label" attributes are strings, with an optional "language tag" (http://www.w3.org/TR/skos-reference/#L1629) that identifies the spoken language of the value.

      CAMP could support internationalization directly by incorporating key features of SKOS or a similar ontology, including references to the relevant ISO standards for language tags.

      A simpler solution would be to identify RDF standards such as SKOS and guide implementers toward an approach where CAMP URIs are used as universal identifiers (as they are) and incorporated into an implementation-specific dictionary that contains language-specific labels.

      Description

      At the conclusion of discussion on CAMP-190 (Localization/Customization of Attribute Definition and Type Definition names) we recognized that the existing naming scheme would not accommodate multiple language-specific label sets. A proposal is needed for how we should approach this.
