The purpose of this paragraph isn't clear. Do you mean to say that a PDP archive can be created by means not defined by this specification? I'm not sure of the difference between import and "on-boarding new applications onto a CAMP-enabled Provider." I assume existing applications can be imported as well. Yes?
Suggestion: The paragraph specifies no normative content nor does it advance the defining of a PDP. Just delete it.
