      Issue closed on the 2017-08-31 telcon as not a bug, this was done intentionally as URI specific comparison is not relevant here in the sort. It is more important to collate together URIs that are identical.

      7.3.3.1.4 relies upon the incorrect collation specified for String, which also breaks sorting for URI.
