Semantically there doesn't seem to be a lot of difference between the Capability and Template resources. Capabilities allow for the expression of a range of configuration values while Templates specify discrete configuration values. If we allowed Templates to contain either a range of values or discrete values, they could encompass Capabilities and we could remove the later from the spec.
