The Plan provides a description of the artifacts that make up an application, the services that are required to execute or utilize those artifacts, and the relationship of the artifacts to those services. As discussed previously, Plans can be represented in two ways, either as YAML files or as CAMP resources.

Sorry, sections 2 and 3 are non-normative. Where is a normative previous discussion of representations of Plans? I searched and could not find it.
