      Move the glossary to section 1, mark it as normative, add a definition (possibly) for "archive" and other terms for which a reader requires a normative definition while reading the specification.

      BTW, glossaries are always in language sort order, unlike the glossary that now appears in Appendix B.

      The glossary appears as Appendix B, which deprives the reader of normative definitions important for interpretation of the text prior to reading the text.

      Moreover, the glossary is incomplete, failing to define terms such as "archive," which appears to be used in multiple senses in Section 4 and elsewhere.
