Content Stream update and delete requires checkout in AtomPub binding

The PUT and DELETE methods of the Content Stream resource require that the document is checked-out, otherwise an exception is thrown.

Part I doesn't mandate checkout for update or delete of content stream.

AtomPub binding needs to align with Part I.
