AtomPub content streams need clarification

The content stream handling described in lines 566 to 571 conflicts with section 4.1.3.3 of the AtomPub spec. The AtomPub spec defines exceptions for content types that must not be base64 encoded. Either we remove the base64 hint or add the full AtomPub processing model.
