Clarify non-versionable doc behavior

      create new section around non-versionable documents, mention the following:

      • creation (and visibility to other users)
      • updating (both metadata and stream)
      • membership in folders, relationships
      • version series ID should be unset
      • query visibility

      There is good discussion of versionable documents in the Versioning section (2.10).

      However, there is no similar section discussing non-versionable documents. I think this would be helpful.
