Domain model specifies latest version must be queryable, not always true for all repositories, should be RS

The domain model specifies that the latest verrsion of a document must be searchable, but this doesn't take into account a system which only supports versioning of a specific version of content, but not necessarily the latest. This behavior should be either described by an optional capability or repository-specific.
