AtomPub: Down link in folder entry should always be present

Section 3.10.4 Folder Entry:

"down: Points to the children of this folder if they exist"
should be
"down: Points to the children of this folder even if the folder is empty"

The down link is required to add objects to the folder and therefore should always be present at a folder entry.
