Clarify that support for appendContentStream is optional

      I would like to propose that the specification at least clarify that the service is optional. Ideally we should add a capabilityContentStreamAppendable capability.

      When I proposed the introduction of the appendContentStream service, the intent was that this would be an optional feature (see https://tools.oasis-open.org/issues/browse/CMIS-735). But the CMIS 1.1 specification does not mention that it is optional, and there is no means of discovering whether a CMIS 1.1 provider supports this service.
