      The goal of COEL, abstract principles, description, etc., will determine where references to these other parts should be placed.

      Neither 1.2 Normative References nor 1.3 Non-Normative References contain any entries for RPE, IDA, BAP, PQI, MMI.

      If RPE, IDA, BAP, PQI, MMI are required for conformance to COEL, which is doubtful but possible, then they should appear in 1.2 Normative References.

      If RPE, IDA, BAP, PQI, MMI are merely needed for non-normative citation, then they should appear in 1.3 Non-Normative References.
