BAP 4 Conformance - needs revision

The conformance clause relies on the under-defined criteria for conformance in COEL_RPE-1.0 and its own mis-statement of conformance criteria as normative text.

Discerning the requirements for applications from the running text would be difficult and error-prone. Specify the normative text and then derive the conformance targets.
