MMI - inadequate conformance clause

Not a complete list but 2.3 Retrieve Operator List, 2.4 Retrieve Consumer List, 2.5 Suspend Operator, don't indicate if a MMI MUST/SHOULD/MAY support any or all of those operations and the conformance clause is of little use in that regard.
