      The prose of 2.1 Summary of Roles appears to be a non-techical/non-normative summary of information defined elsewhere.

      However, RPE makes no distinction between normative vs. non-normative text, making it impossible for an implementer to rely on only normative text.

      Label the prose in 2.1 Summary of Roles as non-normative if it is non-normative.
