COEL model version array should now be just length 2

      Need to fix JSON as well as specification.

      We agreed that the COEL model would have just 2 version numbers. Major (not back compatible) and Minor (back compatible). The Specification then has Major / Minor version numbers making 4 in total but only 2 of them can sit inside the COEL model JSON.
