No RFC2119 langauge (even in lower case) used in non-normative sections. All RFC language capitalised with a few exceptions - 'required' is used in some JSON sections and 'Required' is one of our tables headings. Also converted 'will' and 'mandatory' to RFC2119 langauge in normative sections where appropriate.

      Description

We agreed that we would only use capitalised RFC2119 language in sections directly referenced in the conformance clauses and try to avoid even the uncapitalised use of the terms in the non-normative sections. This is still a bit messy - see chapters 5 and 11 for examples of each.
